The Chief Hughes is telling the group gathered the people will be placed under arrest if they refuse to leave. Strategic Response group is also here, and are instructed to handle anyone interfering with people attempting to block arrests.

His accusation is correct. They are not held accountable and they know it, especially after Bloomberg left.
