What's going on in Minneapolis shows how dangerous social media can be. There appears to be clear video of the guy killing himself. It's tragic but it has nothing to do with the police, but rumors that it was a police shooting seem to have spread out of control immediately.

In Minneapolis, a man killed himself. Someone spread a false rumor this was a police shooting. Some people opportunistically started rioting/lotting. In order to rebut the rumor, the Minneapolis PD released a Twitter video of his suicide.

Clear from this video that the police did not ignore the looting of the main Target store (Target started in Minneapolis)

This video is very good thorough local TV news report about the incident and including statement by Police Chief and other law enforcement authorities about both the incident looting and rioting, includes some of looting as well independently verified (reporter got hit with liquor bottles, had to leave...)
