There is a big down side of calling for law enforcement to do more surveillance of hate groups: plenty of people working in law enforcement are just plain stupid. I therefore think one should expect from the getgo that there will be an unintended loss of civil rights to innocents, and that the threat better be bad enough to be worth that sacrifice.
