sort of, it's probably the speed you are connecting with the internet at the time-I never use a smart phone, am always using my laptop doing this-BUT I have never had any other internet than cellular wifi from Verizon (5 G is not a conspiracy, it is a lie? they throttle all the time on a whim sometimes I bet when they go to bathroom, they throttle you until they get back...)
