As a proud pro-labor President, I'm reluctant to override the ratification procedures and views of those who voted against the agreement.

But in this case – where the economic impact of a shutdown would hurt millions – I believe Congress must use its powers to adopt this deal.

I smell Biden bipartisan networking skill even before I read the whole thing, especially my underlined part of the subheading: House Passes Bill to Avert a Rail Strike, Moving to Impose a Labor Agreement

The House approved a bill to force rail companies and workers to accept a pending agreement. It also passed a separate measure to add seven days of paid leave, a key demand of the employees.
