Rod Rosenstein made the suggestions in 2017 after President Trump fired James Comey, according to several people. He is the official who later appointed Robert Mueller
Mr. Rosenstein, the deputy attorney general, told officials he was serious about wearing a wire, and that he might able to persuade Jeff Sessions and John F. Kelly to invoke the 25th amendment

[....] The special counsel’s questioning of Cohen, one of the president’s closest associates over the past decade, has focused primarily on all aspects of Trump's dealings with Russia -- including financial and business dealings and the investigation into alleged collusion with Russia by the Trump campaign and its surrogates to influence the outcome of the 2016 presidential election, sources familiar with the matter tell ABC News.
Investigators were also interested in knowing, the sources say, whether Trump or any of his associates discussed the possibility of a pardon with Cohen [....]
FWIW, especially since the leakers to the NYTimes might be pro-Trump:
Sean Hannity recently said that he expects Donald Trump to make a move to remove Robert Mueller after Hurricane Florence passed https://t.co/UCZ9Z69sxk
Trump’and the Republicans are losing on tax cuts and attempted rape. The Deep State is the only winning strategy that they have. The story about Rosenstein doesn’t have to be true. It just needs to create a diversion.
Every Tom Dick & Harry is categorizing Rosenstein's denial as weak; examples:
It's being claimed that Rosenstein "denied" the NYT story. But this is a pretty weak denial. It doesn't specifically deny saying any of the things the story said he did. And this is from a lawyer, who chooses his words carefully. pic.twitter.com/HrmsXX8k0Q
Rosenstein denial of NYT story says that there "is" no basis to invoke the 25th Amendment. But the story says he "was" concerned about Trump and whether 25th Amendment was needed
Important to note also that Rosenstein’s statement is a non-denial denial. He dismisses the report as inaccurate and says there’s no basis for the 25th amendment, but doesn’t deny that he discussed it with DOJ/FBI officials.
And who except the true believer inner circle or partially braindead has not had a discussion or 300 of hust how batshit insane Trump is and whether there's an easy way to remove him. These are even reality shows and video games.
ABC News also got leaks about the same and the NYTimes story author Adam Goldman tweeted their story this afternoon:
Deputy Attorney General Rod Rosenstein once suggested recording Trump, removing him via 25th Amendment: Sources - ABC News - https://t.co/fFkSYpYZzR via @ABC
I also noted that Maggie Haberman broke her own rule again about not getting into Twitter discussion with repliers in order to defend Adam Goldman about this story:
If you want to question a story without your own information, but based on your emotions, and slander a tremendous current NYT reporter in the process, that’s your right. https://t.co/Fa3Pi0m4De
And a lot of people who previously enjoyed NYT stories based on anonymous sources are now saying stories shouldn't have anonymous sources...and assuming they know who the sources are. https://t.co/deSy55rotL
UPDATE: We’ve learned that on a second occasion, Rosenstein discussed wearing a wire. This was in addition to the earlier instance of him raising the idea of either him or FBI officials wearing recording devices for when they see Trump https://t.co/pu3rhF2PQc w/@adamgoldmanNYTpic.twitter.com/lSOhm96PIL
OIC. You inspired me so I tried it the old fashioned way, I googled the news for coup d'etat. From The Washington Examiner (where Democracy Really Wants to Die) Op-Ed/Threat Assessment Section, Sept. 7
Trump was right: every president since Reagan was part of the cabal. It took a long time for this criminal scenario to develop and it will take time for it to be dismantled.
Donald Trump is fighting the media, the Democrats, the Republicans, the Deep State, China’s influence in D.C. — I wouldn’t be surprised if they are paying Democrats to act this way — the Soros-backed operatives, the corrupt Europeans, the Russians, the Iranians, and even the Canadians who have grown used to ripping off the American public.
For his part, Trump is drawing on his Scottish warrior roots, playing the part of Braveheart, in his David and Goliath moment. The spectacle is truly amazing to watch. The man is a force of nature, standing tall in a pit of swamp filth.
This is so offensive. It really pisses me off. This group of pics with Obama first and Hillary second. Everyone know Hillary was in charge of the deep state conspiracy and Obama was just her main general. It insults our intelligence to imply Hillary wasn't in charge.
Interesting new statement from Rep. Matt Gaetz -- calls NYT reporting "salacious and unverified", says House Judiciary should investigate, doesn't call for Rosenstein's firing pic.twitter.com/c8FHb1LL4e
Trump tells tonight's rally crowd in Springfield (does he ever stay home at night anymore?) he's going to get rid of the lingering stench:
Trump in apparent reference to Rosenstein story today: Just look at what is now being exposed in the Dept of Justice and the FBI. ...You see what happened at the FBI -- they’re all gone -- but there’s a lingering stench, and we’re going to get rid of that too."
Rod Rosenstein, in damage control, issues a second statement: “I never pursued or authorized recording the President and any suggestion that I have ever advocated for the removal of the President is absolutely false.” Per @LauraAJarrett
Me? It's a preamble to fire Rosenstein. The memos, etc. were fed to the Times, whose reporters did what reporters do and followed up with reports from unidentified people who heard this and that and now we have a blockbuster of nothing. Except that now Trump has a "verified" reason to fire him.
He's also been recently making a point that his issues with Sessions aren't just about his recusal from the Russia probe, oh no. He has lots of problems with Jeff, including immigration. Another preamble to deflect obvious pushback when the firing happens right after the midterms.
Oh yes, Sessions...beyond the reported complaints about accent and non-elite law degree, it was intriguing that Politico in August had this story from Congressional aides that he was plotting with Graham and Grassley about firing him right away and Graham wanted him to wait until after the Nov. elections. Now the question to me is how did the reporter know about that phone call between Graham and Trump? Was the "congressional aide" source fired for saying that, or was he told to say that to the reporter by his boss Senator Graham? As always, the mind reels with these anonymice motives.
This wasn’t just the aftermath of the Comey firing. This was the aftermath of Trump meeting with Kislyak and Lavrov in the Oval Office, where he boasted about firing Comey and revealed classified information. https://t.co/ACwjgnGLpZ
