One of Milwaukee's main problems in particular (you can throw in Kenosha and Racine here) is they are still waiting for factories of 1960 to return, they just sit around and use and sell dope of various kinds and shoot each other while waiting for grandpa's job to come back so they can get legit (and now they are also waiting for all those glam jobs in retail that moms had to come back.) Here's a local paper op-ed chiding the citizens about that whole thing, that's how I see this article:

At least a lot of Detroit peeps were smart enough to leave and not sit around waiting, go "back" to the south where's there's at least some manufacturing jobs.
