Trump is right Puerto Rico's debt crisis will hinder recovery

In addition the austerity imposed on the island 1) by virtue of its debts to Wall Street and 2) in 2016's bipartisan recovery bill - Promesa - increased the island's vulnerability to catastrophic storms like Irma and Maria.
