The tendency to look for a puppet master behind Trump’s actions is misguided.

Immigration is not the only issue on which Trump sets the terms despite advisers who might not agree. Despite National-Security Adviser John Bolton’s hawkishness on North Korea, Trump pushed ahead with his summit with Kim Jong Un earlier this month and pursuit of a denuclearization agreement. Former White House adviser Gary Cohn famously left the administration over disagreements with Trump’s tariffs. In the end, Trump does what he wants to do.

Says to me he is at a loss how to play it, has not his usual gut instinct on how to play it and the TV coverage he watches is just confusing him more? As the article above notes, which I agree with, immigration is actually one of the few things he has strong feelings about, is not just one of his cynical culture wars toys that he plays with to get "ratings."
Trump has a relatively narrow path to victory. That path is via his supporters who will not change. Defeating Trump requires energizing the Democratic base via outreach. It also involves outreach to Independents.
