Every weekday morning in a nondescript office building in downtown Manhattan, representatives from dozens of law enforcement agencies meet to discuss gun arrests and shootings in New York City from the day before.
Already this year, the New York Police Department has recovered more than 3,000 guns, and such arrests have hit a 28-year high. But across the city and state, authorities are bracing for a ruling, expected from the United States Supreme Court this month, which could strike down a century-old New York State law that places strict limits on the carrying of handguns.
Overturning the law could make it far easier to legally carry a handgun in the state, which officials say may have violent consequences for cities already struggling to tamp down a spike in gun crime that began two years ago.
“A lot more people are going to now want to go out and get guns. And for all the wrong reasons,” said Richard Aborn, the president of the nonprofit Citizens Crime Commission. “I have people telling me they decided to get a gun that I never dreamed would go out and get a gun. They’re not going to use it illegally but they’re feeling this need to arm themselves in a way that I’ve not seen before.”
And if more New Yorkers are armed, he said, what would otherwise have been minor confrontations could turn deadly.
When the Supreme Court heard arguments over the law in November, a number of justices appeared predisposed against it, leading experts to believe that the law is likely to be struck down. If that happens, the ramifications could reach beyond New York: A handful of other states, including California, Connecticut, Maryland and Massachusetts, have similar laws that could also be invalidated.
New York State requires anyone who wants to purchase a handgun to apply for a state license. But there is an additional level of scrutiny for people who want a license that allows them to carry their gun outside their home. The two petitioners before the Supreme Court, both upstate New Yorkers, are challenging the laws governing the carrying of handguns, though gun control advocates in the state worry that the rules for acquiring handguns will be next.
Twenty-five states now allow their citizens to carry guns without a permit. The majority of those laws have passed in the last decade, and a number have passed in the last two years, including those in Ohio and Georgia.
In New York, Gov. Kathy Hochul has said that she would consider calling a special session of the State Legislature if the law were overturned. And after a shooting in Buffalo last month in which a teenager motivated by racism killed 10 Black people at a grocery store, she brought up the law unprompted, saying that her administration was “preparing our state for what could be a Supreme Court decision that allows people to carry concealed weapons. We’re ready.”
A spokeswoman for the governor declined to elaborate further on the preparations.
Local officials are also readying their offices. On Tuesday, Mayor Eric Adams said that in preparation, he and others were looking to draft legislation on the federal, state and local levels, adding that the impending ruling keeps him “up at night.”
And last week, the Manhattan district attorney, Alvin L. Bragg, sent an email to his prosecutors saying that his team was planning to work with Ms. Hochul, Mr. Adams and other district attorneys on new legislation to “protect New Yorkers and withstand legal challenge.”
He said that the office was planning for a potential storm of litigation should the law be overturned, including lawyers filing motions to dismiss gun possession indictments and even convictions.
“If the Supreme Court does issue the type of opinion that many predict, we will have to innovate and adapt to meet the new public safety challenges that the decision may pose — and we will,” Mr. Bragg’s email said.
Under the law being challenged, it is illegal to carry a handgun openly, and a permit is required to carry one concealed. Such permits require a showing of “proper cause,” which requires applicants to demonstrate to courts or the local police that they have a heightened need to carry a gun. It is then up to those officials to determine whether or not the applicant will be issued a permit — a process that the lawyers for the upstate New Yorkers challenged in a case that made its way to the Supreme Court.
If the court strikes down the law, it is highly likely that New York would respond by crafting a new measure that meets the specifications of the ruling.
“Everything depends on the breadth of the court’s decision and the grounds for why the law is unconstitutional,” said Joseph Blocher, a Second Amendment expert at Duke University School of Law.
The court could rule that the current standard is too strict, requiring New York to loosen its standards; or that it is too vague, compelling the state to give more guidance for licensing officials. “Those are two different kinds of potential constitutional problem that would call for two different kinds of response from the legislature,” Mr. Blocher said. And depending on what the justices say, it may still be possible to place significant restrictions on the carrying of guns in New York City.
In New York State, licenses to carry handguns are approved or denied by local officials, usually state court judges or police departments. In New York City, the police department handles all such permitting.
While the state court system does not keep a centralized database of how many licenses are approved or denied, they are typically easier to obtain in rural areas than in cities, according to New York’s solicitor general, Barbara D. Underwood, who argued the state’s case in front of the Supreme Court.
But those calling for the law to be struck down have said that it grants local officials too much discretion. “New York’s concerns are unfounded and violate our rights, and leave New Yorkers disarmed in the face of evil,” said Aidan Johnston, the director of federal affairs for Gun Owners of America, a pro-gun lobbying group.
In New York’s cities, and in many around the country, shootings and other forms of gun crime rose sharply beginning in the summer of 2020, and law enforcement authorities have said that the prospect of more New Yorkers carrying guns would likely increase the difficulty of already difficult jobs.
“When a police officer stops a person with a gun in view, now they have to ask themselves a question,” said John Miller, the police department’s deputy commissioner of intelligence and counterterrorism. “What’s the difference between the person who is going to be shooting at me and the person who is going to be pulling a permit out of their wallet?”
Research shows that guns used in crimes in New York City tend not to be owned legally, but are often purchased legally in other states before being smuggled into the city. But Mr. Miller said that the increased purchase of guns that could result from the Supreme Court ruling would likely mean more theft of guns from cars and homes. That trend has been observed in other states that have loosened carrying laws, he said.
At the same time, he said, guns purchased legally in New York may come to be used in crimes more often, because the people who use them no longer need to travel to obtain them. “When the crime guns start to be from here, that’s going to be a byproduct of that kind of change in the law,” he said.
Chanelle Anderson, a 33-year-old violence “interrupter” who works with the nonprofit BronxConnect to intervene in potential conflicts, said that greater access to guns would likely increase the number of shootings and the number of people sent to jail or prison.
“If they legalize firearms, that’s making it easier to destroy our communities even more,” she said.
Even if a change required by the Supreme Court’s ruling is relatively minor, confusion could still reign in the immediate aftermath of a published decision. Mr. Aborn said he was hoping that Mr. Adams and the five city district attorneys stress to the public, should there be changes to the law, that background checks and licenses would still be required to acquire guns.
“People are going to misinterpret whatever the decision is and immediately assume that any gun they have now, even if it’s an illegal gun, suddenly becomes a legal gun,” he said.

Orantes said her son, Franco's biological older brother, was killed at a house party in 2020 when he was 19 years old. She called for commonsense gun laws.
“I want our senators and our governor and everybody else that’s high up to realize how easy it is to get a gun and to get these guns out of the hands,” Orantes said. “There’s so many things you can do. You can’t make it never happen again, but you can try your best for it not to happen.”
The Arizona Republic could not confirm if Franco's friend was one of those shot in the shooting on 10th Avenue or another shooting nearby. Police have yet to release identities of those injured and killed.

CHESTERFIELD COUNTY, Va. – A 20-year-old man was killed and seven other people were injured at a graduation party in Chester Friday night.
Police were called Stepney Road and Weybridge Road for a report of shots fired just after 10:20 p.m. on Friday, June 3.
Officials said six people were shot and two others had non-firearm related injuries at the party in the 10960 block of Stepney Road.
Police said more than 50 shots were fired from at least four different weapons, according to casings that were recovered at the scene.

When police arrived, they found 20-year-old Taborri J. Carter, of the 21100 block of Bailey's Grove Drive, suffering from a gunshot wound.

Five other shooting victims, who police said had already gone to hospitals and other locations before officers arrived, appeared to have non-life threatening injuries, according to officials said.

Shoppers at two city malls Saturday ran for the exits as fireworks explosions prompted fears of possible gun attacks.
In the Bronx, a 911 call at around 1:30 p.m. prompted authorities to evacuate the Mall at Bay Plaza in Co-op City, said police. In Brooklyn, police said, another 911 call around 1:47 p.m. prompted the evacuation of Kings Plaza Shopping Center in Mill Basin.
“People were running, hiding. Everyone was shocked,” said a Bay Plaza concession stand worker who gave her name as Sumon, 29.
It was not immediately clear if the incidents were connected. Investigators were canvassing video for information about the suspects, police said.Coming in the wake of deadly mass shootings in Uvalde, Tex., and Buffalo, N.Y., the indoor fireworks explosions scared shoppers and mall workers.
“I thought someone was fighting because all of sudden, we heard there was a shooting, so I got out as fast as I could,” said a worker at Kings Plaza.

Twitter video showed panicked shoppers running into a Kings Plaza Subway restaurant, where an employee at the entrance instructed them how to get out via the store’s rear exit.

“I saw people running,” said Viona Berruti, 18. She saw security workers close doors in the mall.
“After that, it was like, ‘Oh, it’s a false alarm,’” Berruti said. “But after two minutes, everyone was running again. Security told us to close the doors and shut the lights.”
“Someone fell on the floor with their baby. People were just trying to get to safety,” said a Kings Plaza customer. “I just knew I needed to get out and I dropped my phone. All I had in mind was the exit.”
After the malls were evacuated and cleared, they were allowed to reopen, police said.

Philadelphia District Attorney Larry Krasner and Police Commissioner Danielle Outlaw answered tough questions from residents in Queen Village who say they are terrified. Neighbors say lawlessness is to blame for the rise in violent crime.
Residents say it’s not just about the mass shooting on South Street. They’re concerned about ATVs, destruction of property, and the overall lack of enforcement on South Street.
“Does Larry Krasner support the Philadelphia Police Department because that’s not what we see?” one woman asked.

Residents in Queen Village expressed their frustrations in a community meeting geared toward finding solutions to crime.
“To understand what the rule book is. What will and can the police arrest for? What will and can the DA’s office prosecute for?” Queen Village Neighbors Association President Eleanor Ingersoll said.
Ingersoll organized the meeting that put Outlaw and Krasner at the forefront. About 400 people packed the auditorium at George W. Nebinger Elementary School Wednesday.
“I want to know what’s being done about South Street when there’s tens of thousands of people on South Street and the police are doing nothing,” one citizen asked.

This Q&A comes days after a mass shooting on South Street left two victims and a gunman dead and 12 others injured.
Some of the questions were geared toward the lack of enforcement of the rules.
“Officers are human beings and whether real or perceived events over the last couple of years have had a very chilling effect over our ability to do our jobs,” Outlaw said.
Outlaw says the department is ramping up its presence in areas where large crowds gather but says the department is down officers.
“After last Saturday, we’re hearing everything that you’re saying. Adjustments have been made,” Outlaw said.

Krasner says his office has been prosecuting offenders to the fullest extent.
“We’re talking about people who are deliberately blocking passageways. Those are things that we prosecute and we try to do justice with every single case,” Krasner said.
After nearly two hours of dialogue, some residents say they walked out with the same uneasiness they had walking in.
“Everyone just wanted to know what happens Friday night differently,” one resident said.
The police department says it will have an added presence on South Street this weekend and at major festivals.
They also want residents to get involved and let them know when an officer should have taken action but didn’t.

There were no cops there at all in that area the evening the Rittenhouse shooting happened. Just chaos, protesters hanging out around a 7-11 type place, many not from Kenosha, doing things like lighting dumpsters on fire and rolling them down the street, marching around the local streets, looking for trouble, looking for someone to fight. There should have been a curfew, toughly enforced, not little kids toting guns trying to protect businesses, several of which had already been destroyed. If Rittenhouse situation hadn't happened, something else just as bad probably would have. No law, no order. Not buying that those that didn't go home once it got dark were the good guys. Furthermore I bet not a single Kenosha citizen agrees with you.

how can he be clearer? the crime problem in big cities is largely not due to SSRI's or some such other elite concern, but to repeat offenders being let out on the streets and acquiring guns (illegally - so no, stronger gun regs won't help, especially if breaking them has no consequence. they don't give a damn about laws! get it? they're unrepentant criminals, they and thier buddies are let out on the street and they in turn influence the yuds in their hood.) Mayor Adams and his crew in NYC point out exactly the same. It all falls to hell quickly once you go easy on already indicted and/or convicted criminals, i.e. why should anybody bother to obey the law?

Don't get me wrong, I'm glad the police did it, after all, there was a properly permitted pride parade going on and they got first dibs.
I'm just so sick of hearing the bullshit narrative that police only pick on lefty protesters, that's basically an untruth if not a bold-faced lie. They pick on who they think is going to cause trouble, that's what they do (and like with all of us, some of them may have prejudices along those lines based on what they have experienced in the past.)

Young Kyle Rittenhouse with AR-17 mixing it up in a crowd should've prompted some suspicions, not sure how much common sense mixes with these prejudices. Note the different police units at Capitol Jan 6 did *not* use their weapons, nor brandish them, noting it'd trigger (sorry) more of a response from the crowd. Immature participants might not realize this.

There were no cops there at all in that area the evening the Rittenhouse shooting happened. Just chaos, protesters hanging out around a 7-11 type place, many not from Kenosha, doing things like lighting dumpsters on fire and rolling them down the street, marching around the local streets, looking for trouble, looking for someone to fight. There should have been a curfew, toughly enforced, not little kids toting guns trying to protect businesses, several of which had already been destroyed. If Rittenhouse situation hadn't happened, something else just as bad probably would have. No law, no order. Not buying that those that didn't go home once it got dark were the good guys. Furthermore I bet not a single Kenosha citizen agrees with you.

Spiro Agnew used to talk about "outside agitators" as regards Vietnam war protests, we all laughed, because few young men wanted to be drafted to serve in it, the majority of the young were sympathetic. In Kenosha there really were "outside agitators." And the supposed victim of the police shootng admitted that he was reaching for a knife. Goodness knows what he was planning to do to the police with a knife with his kids in back of the car, but there it is!
Myself I wonder why you are sympathetic to "Geo. Floyd" protesters in Kenosha. The entire country was fighting a godawful pandemic and most of them just wanted to get out of the house and riot about being "locked up."Everyone went out and bought guns because they thought things were going to be like Kenosha, with the police pulling back. And here we are. There's a gazillion more Rittenhouses out there now and it's all the Geo. Floyd protesters fault, it really is! Things were going all right crime wise, even with police forces depleted by Covid, until they scared the shit out of eveyone that police might not be there anymore.

Lots of people don't like the slogan because it reminds them of East Germany, but vetted properly by authorities it's just the community helping to maintain civlization instead of vigilantism

I just heard on my local TV news that the Moachella concert in DC did not have a permit and that the DCPD and the city are considering a lawsuit about that! Interesting way to use the legal system. I can't easily find any articles on that but I did find this tweet referring to the illegality so it's no doubt being discussed on local DC news
I imagine she wouldn't be in favor of protests without permits either, as was done in many places in 2020 over Geo. Floyd.
When police get tough with an illegal protest, kettling or some such, everyone bitches and there are lawsuits about police brutality against protesters. Maybe if protest organizers are sued about illegal assemblies that will stop! I definitely think that option should have been tried when everyone decided it was a great idea to protest on the streets WHILE A PANDEMIC WAS GOING ON and police forces were reduced due to illness. To this day, I strongly believe that protesters were selfish self-centered people who, by virtue of challenging enforcement of rule of law when forces were occupied by pandemic concerns, encouraged bad actors like looters and rioters who saw the weakness and bet nothing would be done to stop them.
