What I don't get about bragging about that is that I doubt it has much impact on results, if they actually caused it, that is. I also suspect a lot of those who didn't show up to vote realize the same thing - that it's not going to make a difference and they are too busy for the rigamarole. As it says, it's already 80% Dem. The only thing I can think of is that he's bragging to impress a base that dislikes urban ghetto culture that they try to disenfranchise them whether it matters or not (and once again, reality is it matters very little.)
p.s. what smart Dems would be worried about instead is whites and non-ghetto people of color in surrounding sympathetic exurban/suburban areas switching their usual vote from Dem. to Rep. because of things like riots in Wauwatosa and Kenosha or moving down white people in a parade.
A lot of similarities to Long Island in NY. If there are signs of urban problems encroaching, they'll switch to voting GOP. They or their parents worked hard to move away from "the ghetto" for good schools, safety, etc. and they don't want it folllowing them there.
