I think it's more like this: Biden is not a "progressive", he's a mainstream Democrat, with a good heart but a pragmatic one. His administration is instructed to spin things to try to keep some progressives in the fold without aggravating too many centrists.
Edit to add: the public health profession is not really political but it IS totalitarian by its very nature. No sense hiding that. Those protesting public health decisions around the world know it for what it is and object, they are basically doing the live free or die thing. Others would rather not die, they'll go with the temporary totalitarian thing to win a war against a threat that doesn't care about politics.
