We waived fees & taxes for online businesses for decades, assuming that would somehow be good for everyone
(reality check - bricks 'n mortar shops not so much)
But where race-, zipcode- and income-based preferences - specifically for black businesses, sorry - would provide some reconciliation & needed buildup of black participation in the entrepreneurial economy, unh-unh.
It seems lots of paeans and promotion of women-owned this and black-owned that is great (let's not forget Women in STEM, vs.the still absent "Men in Childcare & Sewing Shops"), but something that would actually do something concrete rather than feel-good is still prohibited.
I'd much rather see a temporary biased-but-targeted program with specific goals, than a huge reparations mess that'd just be money sunk.
We see how removing the courts' oversight in southern voting rights let the states take a drastic turn for the worse.
Sometimes deregulation really sucks, & leaving things how they are quite limits potential progress.
