Seems like time and again this is what we get: he goes on and on and on with his favorite narratives and rants that are red meat for his base and ASLO get him "ratings" via outrage from everyone else, especially because many of them are quite alarming. But then if something is really really earth-shakingly important, and he has to make an actual decision, he eventually backs down according to advice from his advisors.
A lottta times it's all just sound and fury signifying: nothing real. Not that it doesn't do a lot of harm. But it's harm like this: America elected an impossibly irritating troll and idiot fool as president.

And for those opposed to him, it's therefore often like fighting a shadow boxer? People who don't follow the news he creates like we do day after might not have the anger, might say: what's the big deal? I didn't get out and vote for him but the economy's good and he hasn't gotten us involved in a new war. They don't know from Puerto Rico and haven't seen a Katrina-like debacle. Hence the approval ratings? The only thing that has seemed to hit him hard so far is separation of immigrant families, and he reversed himself on that and is clearly on a path to successfully plant lies/memes that that wasn't his fault.

He just doesn't care that he babbles all kinds of stuff to reporters because his whole shtick is making up stories in his head and just sharing them and then if he doesn't like how it turns out he just denies it was said... never even gets to the stage of "you misunderstood me" because his just denies all the parts of his constant verbal diarrhea that don't end up playing well. Comes to mind that the pain of dealing with this little character flaw is seen in John Kelly's behavior soooo often.

BTW: that "check with the White House we've got the true tape" thing? So far a lie too.
Edit to add: comes to mind that being a White House reporter these days seems very similar to dealing with an airline after they've lost your luggage or a cell provider after they've moved the tower and don't want to admit it or a health insurer over whether something is covered. The general idea: just give up on your complaint, move on with your life, can't you see how unimportant it is (to us, that is,) you'll bankrupt yourself trying to fight us, silly....

It's the horrid world of working with "support" lines ... whether it's a computer glitch, a robo-vacuum gone wild (cat not necessarily included), a work-out machine that nearly killed you or a president that might. It all comes down to protecting the client against the consumer.
