Definitely looks like overkill, but on the other hand, they didn't know for sure they had another Unibomber-type nut case or suicide bomber on their hands.
Makes me wonder what official BLM would do, in their utopia with plans to abolish police, abolish courts and abolish prisons. They presume there will be no such thing as the United Nations as well? They think they are Marxist socialists, following like Angela Davis, but actually what they have much more in common with extremist libertarians and anarchists who don't believe in any kind of central government and rule of law much less world wide government.

Have you ever watched Man in the High Castle?
It's a historical fiction series where Axis won World War II. The east coast is ruled by Nazis. The West Coast is ruled by Japanese who are perplexed by their subjects. The middle of the country is a "neutral zone" primarily occupied by exactly the sort of people you just mentioned.
