GOP senators want assurances the health bill they pass will serve as a start to negotiations with the House.
Senate Republicans are threatening to scuttle their own Obamacare repeal bill if they don’t receive assurances from Speaker Paul Ryan that it will merely open negotiations between the two chambers and not be passed by the House.
So Ryan (R-Wis.) promised not to do so. Sort of.
In an unusual Thursday afternoon press conference, GOP Sens. Lindsey Graham of South Carolina, John McCain of Arizona and Ron Johnson of Wisconsin attacked the Senate GOP’s “skinny” repeal bill, which would gut Obamacare’s coverage mandates, as unworkable and a “fraud,” as Graham put it.
They demanded an ironclad guarantee from Ryan that the House would not pass the bill, concerned that the House is in a position to simply pass the bill into law [....]

Note McCain was one of the 3 to participate in the press conference. I don't have a clue to explain his vote(s), however this suggests they were intended to be tactical in some way. One could do terrible black humor instead and say maybe his brain isn't working correctly, but there's that Graham is his best Senate buddy.
All increasingly strange. Ryan has never impressed me as being deferential to the Senate, much less a few Senators. Whole gummint gone wild?
