My feeling is that if reparations are to go to individual African-Americans, they should be able to prove that they have suffered actual harm. In many cases, this won't be hard to prove. Many people would now own homes if their parents or grandparents hadn't been victims of the housing scams Coates talks about. It might be harder to demonstrate that middle-class and upper-class African-Americans are entitled to reparations. They may have hard to work harder than whites to get where they are, but I don't know if that is reason for reparations.
