This assertion is both sweeping and inaccurate. There has been only one presidential candidate in one general election who employed a base-strategy: GW in 2004. Obama did work hard to mobilize young and black voters, but he did not tout left-wing positions in the general elections. Nor did McCain or Romney emphasize right-wing positions. Clinton is currently playing to the base, of course, because she's running for the Democratic nomination, but I doubt she'll employ a base-strategy in the general.
