Mueller did his worst to frame Trump and failed but he did manage to frame some of Trump's associates. Now he makes the ludicrous claim he was worried about being fair to Trump if he charged him for obstruction of injustice under DOJ guidelines.
He's running scared from having to answer many questions under oath about his behavior with the most important one being when did he know there was no Trump/Putin collusion? He may have to take The Fifth to avoid revealing that he was running an almost two year long obstruction entrapment scheme to feed red meat to the slavering mob in congress.

These are the weasel words of a police state inquisitor. A DOJ investigator/prosecutor's job is binary, to charge or not to charge a crime and to keep his opinions to himself. Barr asked Mueller directly three times if his decision not to make a decision on obstruction was based on DOJ not being able to charge a sitting president and he said no so someone is lying and Barr may have witnesses.
Mueller's task was to delay the Spygate investigation and make it disappear if Trump could be hounded out of office one way or another but he failed. Now he is trying to slink away with his tail between his legs and avoid answering for his unethical actions. This smoke screen diversion is a weak and dumb attempt to cover for the people responsible for corruption that began long before Trump ran for office. It was tested on McCain and used successfully against Flynn when he publicly opposed Obama's crap Iran deal in 2014. Two players in this present and past corruption, Halper and Dearlove, were the ones who smeared Flynn and they also worked directly with the Russian propagandists who were named by Steele as his sources for his bogus dossier.
The shit is about to hit the fan and all of these rat bastards will be coated in the stink they deserve.

Mueller was *NOT* an "investigator" or "prosecutor" - he was "Special Counsel". Note especially the important words in c): "if... necessary and appropriate", "authorized", "arising from..."

The language of the order underlines the contradiction of Barr objecting to Mueller's obedience to the OLC memo because the letter Barr wrote to get his job expands on the logic of the memo to exclude all investigations of the POTUS. Barr is saying Mueller failed to do a job that shouldn't exist.

Mueller said that the OLC memo was sound as a constitutional principle because of the responsibility Congress has to decide whether to remove a President from office. Perhaps you disagree with the reasoning. It is far from ludicrous, however. I get no picture in my head when I say your sentence out loud.
As far as transparency goes, you probably are on board with efforts by the House to see the unredacted report so that the "framing" you suspect can be investigated. That is a better resource for finding the truth than asking Mueller if he is secretly making pizzas for Hillary.
