Chicago city council voted to award a total of $5.5m to help survivors, almost all African American men, who were mistreated in a long episode of police brutality that ran throughout the 70s and 80s under Jon Burge.The funds will be used to pay up to $100,000 per individual for living survivors with valid claims to have been tortured in police custody during Burge's command.

Baltimore paid out $5.7 million for police abuse from 2011-2014. The Baltimore police union wants all the officers back on the job. Legal experts are noting that the charges against the officers may be "overreaching". The message being sent is that law enforcement can act like an occupying army and not face serious consequences. The judicial system seems geared to allowing police to face serious charges in cases of abuse. Children see law enforcement and the legal system in operation and realize that they do not have any rights that are respected. The cops in Baltimore may not be convicted. The real thugs may be back on the force ready to maim other citizens.
