A day after Eta declared a "permanent" and "verifiable" ceasefire, the Spanish government has demonstrated that its own policy towards the militant Basque separatists has not changed.

Spanish and French police have detained two suspected ETA members in a joint operation, a day after the armed Basque separatist group declared a permanent cease-fire.

ETA is just playing for time, which is running out for them. Their political wing, Batasuna, needs to be legalized so that they can take office in town halls and the regional parliament and draw those salaries and subsidies. As business people aren't paying the "revolutionary tax" (extortion) like they used to they are running short of money.
