There are no surprises in the Ferguson Report. The commission notes that black drivers are targeted for ticketing and even at early ages blacks are targeted for school suspension. The commission called for retraining of police to use the least amount of force necessary. The state AG should review all cases of homicide by police and the scattered small police forces in the counties should be reorganized into a more coordinated force.
The GOP controls the state legislature, so there will be massive opposition to change.

No real surprises. Black drivers are targeted for ticking. Black children are targeted for suspension. Police are overly aggressive. Retraining is need to use the least amount of force necessary during arrest. Predatory loans should be abolished. schools should be better funded. The state AG should review all cases of homicides involving Police.
The state legislature is controlled by the GOP. The GOP will resist change.

You present a wonderful wish-list of demands that will be ignored or modifies into mere PR whitewashing because you and others who make these demands have no real power and those who do have power are profiting nicely from the evils you and others demand to end. Guess who always wins and the losers rarely even place or even show.
Trying to reduce these crimes to a partisan political problem just shows a poor understanding of how our system functions especially when most of the cities with the worst police behavior are controlled by the Democrat machine some even Black democrats.
If you have observed these Occupying Police Forces for decades you would see that they behave like paramilitary forces who ignore attempts to force local and even State oversight or control because they know who they serve, the Business and Ruling Elites, who are quite satisfied with their performance and will protect and continue to fund them through their minions in government or directly as happened in NYC during the Occupy Wall Street movement. Too much bad publicity from aggressive police behavior is a PR problem but activists groups can be easily monitored, infiltrated, undermined and discredited while a few soldiers can be sacrificed for public consumption while nothing systemic is affected.
