A big picture thought came to me reading this: why is it general consensus that this kind of discrimination is unacceptable, while it's still considered okay by law for medical providers to say they don't take Medicaid insurances?
Edit to add: it would seem to me equal common good things: everyone has housing, everyone is as healthy as possible. NHS in England is popular along the lines of: the worst system except for all the others. Not that we are ready for anything near that radical of a solution to health care, but still, just pointing it out.
