My answer would be: the same 1/3 of the electorate who are right-wing conspiracy-minded anti-gummint nut cases who have bedeviled this country since at least the 1964 election, when they voted for Goldwater. We've made no progress on that front. Anyone that's got conspiracy stories and is for less federal government, that's their guy or gal!
