The Paycheck Protection Program was part of the CARES Act.
There's a ton of citations on the linked Wikipedia page about the problems with the program.The 2020 CARES Act was passed by Congress on March 25, 2020 and signed into law on March 27, 2020 according to the US Treasury site. According to wikipedia on the CARES Act. As a result of bipartisan negotiations, the bill grew to $2 trillion in the version unanimously passed by the Senate on March 25, 2020 and the
Paycheck Protection Program and Health Care Enhancement Act was the major amendment made.
How much the Democrats had to do with that amendment negotiation doesn't matter, they will always be blamed for large and expensive Federal government programs that are administered to bad effect. I.E. "tax and spend liberals"
