The Koch brothers are trying to stem the tide of solar energy. They are running campaigns, lobbying and writing legislation through ALEC. They are trying to get states to ban solar panels and net metering or place a monthly fee to support the grid.
The American Legislative Exchange Council, or ALEC, a membership group for conservative state lawmakers, recently drafted model legislation that targeted net metering. The group also helped launch efforts by conservative lawmakers in more than half a dozen states to repeal green energy mandates.
Only there is a split in the party on this issue and Solar industry is fighting back with other business.
The solar companies, seeking to sway the corporation commission, an elected panel made up entirely of Republicans, formed an organization aimed at building support among conservatives. The group, Tell Utilities Solar won't be Killed, is led by former California congressman Barry Goldwater Jr., a Republican Party stalwart.
"They have picked some of the most conservative states in the country," he added. "But rooftop solar customers are voters, and policymakers ultimately have to listen to the public."

The cost of solar panels have really come down in price. There are some interesting technology that is being proposed with batteries. Also they now have solar disks that can also work at night or in low light. I have read that before this decade is over with that 50% of the peak hours consumption of energy will come from solar. The military is now in the process of installing panels at some of their bases. The President is looking into installing them on all federal buildings. He don't need permission from Congress on that.
The Koch Bros. isn't going to hold back the tide on this. Kursweil's Law is going to kick in because this is the right time and people are looking for relief from high energy bills. IBM could not hold back personal computers and look were we are today. As more homes switch to solar, the cheaper it will become. This will also lead to driving electric cars with charging done from home solar units.
Another thing is crowd sourcing is financing home owners so they can install solar. This is being done in California.

We are a long way from the days when Regan removed the solar panels off the White House after Carter had them installed in his term.
