I don't understand why Dr. Spencer didn't self-quarantine at home for 21 days, out of an abundance of caution.

Not hard to do, when it appears that those who fail to heed the warnings taking them lightly, ignoring or insulting the messenger, attesting to their own ignorance, and others may.will suffer for it.

And as I understand it, it rises to 100% if you're talking about U.S. citizens.
Edit to add: Yes, Duncan, the only one to die in the US from Ebola so far, was a citizen of Liberia.

I am sorry, I did finally find it at NYT.
I probably pushed the wrong buttons.
But damn.
There are plagues and there will always be plagues.
Speaking at the news conference, city officials said that while they were still investigating, they did not believe Dr. Spencer was symptomatic while he traveled around the city on Wednesday and therefore had not posed a risk to the public.

When those who have been in direct contact with symptomatic Ebola patients return home, I think it's fair to consider the need for self-isolation. I do not believe that anyone in contact with an asymptomatic person is at risk. But once someone becomes ill, people they've been around are then personally affected, their lives turned upside-down, businesses are closed, etc. Catching the virus is not necessarily the only concern. Is asking someone who has been in close contact with the bodily fluids of an Ebola patient to isolate themselves for three weeks unreasonable? In all likelihood, the person would remain well, but if not, much of the ensuing "spider web" of concern would be minimized.
Of course, the practicalities of isolation are numerous. Groceries can be delivered, but what of the garbage? The need for clean clothes and linens? Not a convenient circumstance.
