I HAVE known Bashar al-Assad, the president of Syria, since he was a college student in London, and have spent many hours negotiating with him since he has been in office. This has often been at the request of the United States government during those many times when our ambassadors have been withdrawn from Damascus because of diplomatic disputes.

A good plan. We need to tell the Saudi's to stuff it. Get your 50 princes under control, too many have been arrested for shipping tons of drugs (Lebanon) or sexual assault (LA). No more missiles for the wackjob Sunnis, and so what if Assad dropped barrel bombs.
This is one where I believe Putin, where are the 'moderates' who are fighting ISIS? Stop arming the 'good Sunni Jihadis' and ensure they will not be punished if they negotiate for peace.
We can deal with Assad as Carter suggests, and cutoff the weapons to the Saudi backed Islamist groups, of which there are over a hundred.
