Why do all the corporate media stories describe Republican senators as "wary?" I think they're all eager and enthusiastic about getting about the business of screwing average Americans and giving the rich plutocrats pulling the Republican strings yet another tax cut. Their only hesitancy is figuring out how to do it while keeping their victims voting Republican.

Note the tax cuts are front loaded, the Medicaid, subsidy cuts increase into the 2020's. Reconciliation only requires balance over 10 years, so its like the boiling the frog thing...when the health care system seizes up around 2025 the GOP will say Social Security must go, or another safety net program, if there are any left.

And reconciliation, 51 votes, cannot be used to RAISE taxes, 60 votes in the Senate will be needed, to stop the evisceration of Medicaid 2020 to 2025.
That is the devious art of Republican strategy, they figure Dems will not have 60 Senators when the health crisis comes, so no new taxes can be passed.

I predict that when Texans, Wisconsinites, et. al. figure out that the kids will have to sell the house to pay Grandma's nursing home bill in 2021, and then when those funds run out will have to take her in and change her diapers and sheets every two hours, that will change.

Hopefully, but the big Medicaid cuts won't come till the 2020 -25 years, by that point the GOP/right wing propaganda machine will erase The Base recollection of who did the crime (they are reprogrammable on a 24 hour basis).
If there is one thing the Republicans plan beyond the next election, it's making it very very hard for tax cuts for the rich to be reinstated.
Dems would need 60 Senators, the House and the White House.
I would suggest, if the Dems do get there, they should raise taxes on the rich twice or more the amount needed to fund a safety net program, making that much harder for the GOP to tax cut the plutocrats, and gut the safety net programs by using "reconciliation"....
....under reconciliation, every dollar of the wealthy's tax cut would have to be balanced by a cut in Medicare, Social Security, Medicaid etc. if the GOP is in control... and you can only go so far doing that before you get a response, as you point out.
