Here’s a blast from the past: Bill Weld is running for president. Speaking in New Hampshire on Friday, the former Massachusetts governor announced that he was forming an exploratory committee to seek the Republican nomination for president. Weld ran for vice president in 2016 on the Libertarian Party ticket, but he’s working within the two-party system this time. That’s smart in one sense — it’s extremely hard to win as a third-party candidate in the United States — but Weld also faces steep odds in challenging the sitting president in a GOP primary [....]

Swarms of small attack drones that confuse and overwhelm anti-aircraft defenses could soon become an important part of the modern military arsenal, Britain’s defense secretary said, something that would mark a major evolution in robot-enabled warfare.
Speaking at the London-based Royal United Services Institute think tank, British defense secretary Gavin Williamson said Britain will fund the development of “swarm squadrons of network enabled drones capable of confusing and overwhelming enemy air defenses,” noting that such vehicles would complement the British fleet of F-35 Joint Strike Fighters.
He seemed to confirm what some military experts have said for years: The technology to enable synchronized drone swarms is here [....]

A man armed with a handgun entered the Henry Pratt Co. in Aurora, Ill., on Friday afternoon and killed five civilians, officials announced at a news conference. Five police officers were also wounded.
Police Chief Kristen Ziman said the gunman, identified as Gary Martin, 45, was killed in a crossfire with officers. She said, in a second late-night news conference, that the gunman was a 15-year veteran of the company who was being terminated Friday [....]

[....] Critics compared the women’s clothes to the white uniforms worn by house slaves, and pointed out the chair’s similarity to a cadeira de sinhá, an ornate chair for slave masters [....] The day after the party, Meirelles responded on Instagram, saying that the chair was actually an artifact from the Afro-Brazilian folk religion candomblé, and the clothes were traditional Bahian party attire. “Even so, if I caused any different impressions, I am sorry,” she said.
On Wednesday, Meirelles announced that she would resign from her position at Vogue. In a statement on Instagram, the magazine said: “Vogue Brasil profoundly regrets what happened and hopes that the debate that has been generated serves as a learning experience.” Vogue said it was creating a panel of activists and academics to help create content to combat inequalities.
But the move was dismissed by Ribeiro. “They should just hire black people to work at Vogue Brasil, not create a forum for black activists to act like babysitters telling them whether something is racist or not,” she said.

House Democratic leaders have a rebellion in their ranks. And there’s no easy way to quash it.
House Democrats have repeatedly faced surprise Republican floor attacks since taking control of the chamber, part of a bid by the GOP to target their most vulnerable members and fracture the party. Just six weeks in, the GOP effort has been an astonishing success — dividing Speaker Nancy Pelosi and her top deputies and pitting members of the freshmen class against each other.
At issue is a wonky procedural tactic that Republicans have weaponized to split Democrats on a range of thorny issues, from sexual abuse to anti-terrorism funding. Roughly two dozen Democrats have so far bucked their party and sided with Republicans on the votes, which offer the House minority one last chance to shape legislation on the floor.
As the GOP continues to peel off rank-and-file Democrats, party leaders have grown alarmed — and are increasingly engaged in finger-pointing about who is to blame for the disunity and what to do about it, according to interviews with nearly two dozen Democratic lawmakers and aides [....]

The House voted Thursday night to approve a border security deal that prevents a new government shutdown in a 300-128 vote.
The vote sets up President Trump to sign the legislation — and to declare a national emergency as a way of getting more federal funds for his wall on the Mexican border.
The House-passed legislation falls far short of Trump's demand for $5.7 billion for a wall on the Mexican border, and Trump is likely to sign the legislation somewhat reluctantly. Conservative pundits have lambasted the deal worked out by appropriators, and the House Freedom Caucus on Thursday night largely voted against it. Fox News host Laura Ingraham said in a string of tweets that Trump “must not” sign the legislation. And a group of conservative members sent a letter to Trump urging him to take executive action should he feel the need to sign the bill [....]
