Basic cyber-hygiene, were it in place, could have greatly limited the damage in Baltimore or stopped the attack altogether. The ransomware, called RobinHood, worked only because city computers had not applied freely available software patches and were operating without effective backups.

Baltimore screwed up, but the ransomware attack happened because of lax security on the part of the United States government dealing with cybersecurity.

There will always be attacks. Why do some succeed? There were attacks before the NSA created tools. There will be attacks after they're rendered ineffective. If people and other entities are unwilling to update their software there's nothing the government can do to protect them.

This attack was possible because the cyber security of the US government was compromised. That puts every citizen at risk. We don’t known if anything else got out. Obviously, the agency that caused the problem doesn’t have a cure.

This particular group of attacks was caused by tools created by the NSA. But this wasn't the first hack and it won't be the last. Again, there were hacks before these tools were created. Eventually these tools will be useless, but there will still be hacking. The NSA didn't cause the problem and they didn't fix it. Microsoft caused the problem with a flaw in their system. Microsoft fixed the problem as soon as they became aware of it. Your narrow focus on the NSA creating this tool and losing it misses the long term problem of hacking and even ignores the short term problem. That proper updates could have stopped this attack.

The focus on the NSA is warranted because they have lex security. Investigation into what happened is warranted. I acknowledged that Baltimore should have done better by its citizens.
