As the report you're linking to says that black unemployment "showed little or no change" at 13.7%, I think the best direct source for making your point might be Table A-2. Employment status of the civilian population by race, sex, and age. For black men and women (civilian) we see the average unemployment has been:
For reference sake, the sequester began on March 1, 2013.
By the way, it seems that the real (i.e., "not seasonally adjusted") unemployment rate for black non-institutionalized civilians is 14.3%. Also noteworthy is that the "not seasonally adjusted" unemployment rate for black teens (16-19) is 48.6%!
