Seems to me an awful quick publication of an op-ed by a fired member of the president's cabinet, almost as if he had written it in advance.

It has been my greatest professional honor to serve our country’s more than 20 million veterans. Almost three years ago, I left my private sector job running hospitals and came to Washington to repay my gratitude to the men and women who put their lives on the line for our country.
I believe strongly in the mission of the Department of Veterans Affairs, and nothing about my political experience in Washington could ever change that. I also believe that maintaining a strong V.A. is an essential piece of the puzzle that is the United States’ national security system: We can only expect our sons and daughters to risk their lives and fight for our freedom if we can keep our promise to care for them when they return home broken, injured or traumatized. There is no excuse for not holding up our end of the bargain. The mission set forth by President Abraham Lincoln to care for those who have “borne the battle” is a sacred duty that I will remain committed to always.

Trump appoints incompetent people because he wants to destroy government institutions. DeVos , Carson, and now Jackson are all serve their purpose.

I'm not sure I agree that that is the main factor with Trump. He doesn't seem to have any particular ideology along those lines. His ideology is Me, Me, Me, what's in it for me. He craves craven subservience, which he is unable to distinguish from real loyalty, and appoints cronies who serve that purpose.
This Republican Congress by and large, on the other hand, is highly ideological and is more than content to see many government institutions destroyed. The more incompetent are those appointed to run agencies, the more starved of resources they are, the more they flounder and the more the anti-government narrative they support gets fed. Further alienating the public and fostering cynicism and negative views about many government roles and functions the ideologues in the GOP and on the right oppose. "Look ma, government doesn't work!" is their strategy and they have proven themselves highly skilled at fucking it up.

I agree with rmrd. The way he does it may add some neurotic twists, and it may be aligned with general GOP self-annihilation, but he's more consistent in the worst picks possible. Putin's certainly happy with him, but otjers as well.

Back in the day, Norquist the Strangler said that they need not be picky about who did the job for them:
Trump has some kind of arrangement with the GOP that makes sure he doesn't work against their interests. That it doesn't look like that is happening sometimes is even better.
