They are predicting deadlines will be extended because of this (in line with guidance it had received from "government entities" on how slowly the sign-up process was unfolding--whether this comes from their meeting with the White House chief of staff on Weds. is unclear.) And they are predicting that this situation, in turn, will screw up the expected pools upon which everything is predicated. They are basically warning their investors not to expect any profit, and maybe even losses, that their involvement in the exchanges should be thought of now as a long term opportunity.
[....] A significant shortfall in enrollees, particularly among young and healthy Americans who cost less to insure, would undermine the ability of the exchanges to work financially.
"Our assumption is that there will be an extension to the open enrollment period," Humana Chief Operating Officer Jim Murray said during a call with investors to discuss quarterly results. [....]
This is why Secretary Sibelius just adamantly insisted to Congress that extensions are not an option, hopefully predicting there will be huge waves of enrollees just in the knick of time (especially young ones) once the website is fully fixed, and also probably why she encouraged people to continue to try to sign up through it now.

Cut it in half...by when?
I don't think this plan can be seen as anything but a long-term effort.
It's ridiculous to think that we could turn around something this big this quickly and have the sails filled and the ship under way.

Were you under the impression that it's going to continuously be open? That is not how it is set up.
Edit to add: works the same with Medicare, you can only change your Medicare coverage choices on Part C & D during the open enrollment period once a year: This year theirs is Oct. 15-Dec. 7. And the Obamacare sign up is apparently going to share those dates in the future.
