That's strike 2 on Billington although if it had been up to me I would have thrown him out in 2005 after I discovered that Congressional Research Service reports are not readily available to the public online or off. The LOC says that you can request copies from your senators or representatives but that is difficult since they provide no list or catalog of reports available. Catch 22! What makes this really infuriating is that you can find an index and buy copies of most if not all CRS reports at Penny Hill Press for ~$30 each.
This situation irritated me enough that I wrote both my Senators and Representative to complain. They all responded (two of the three seemed to agree with me) and I did get a copy of the pdf I wanted e-mailed to me but nothing has changed.
If I want to find a CRS report on a subject or an issue I usually can because a lot of places are collecting them. I go first to Penny Hill's index to find the title and report number then google until I find it.
Here's one you might have liked to read recently: Crisis in Mali. I found it at the Federation of American Scientists website. It was available at other sites as well.

Thanks Emma, for the link to the Mali report, it is always quite interesting to know the quality-or lack of--of the info. being fed to Congress on foreign policy.
But thanks to for the recounting of the problem involved in accessing them! That kind of incompetence in record keeping and access just drives me nuts as well. I guess it that one has had to deal with archives to figure something out to know that repercussions from this kind of attitude can be enormous....
