Good scoop. Bandar, Prince of Darkness of the international diplomatic set, always with the sell-your-soul offers and machinations!
It is certainly an offer to keep Putin up at nights: Maybe I can handle Wahhabi jihadis on my doorstep after all....

The "transcript" of the four-hour meeting was clearly leaked by Moscow, to make clear that Russia rejected the proposal. But I believe in its overall accuracy. The Saudis have a self-serving agenda that involves a lot of fellow Arabs and Muslims dying. They are not our friends, and they sure as hell don't share our values.

If the conversation happened as reported, imagine the warm feelings in the room when Bandar said that the Chechens most likely to "make problems" for Putin happened to be completely in Saudi control.
The scope of that threat goes well beyond getting Russia to play nice in Syria.

I think it's at that point Putin decided to leak the transcript.
