The Romans have this wonderful phrase, non sequitor. If I understand the debate about whether or not the federal government has the right to mandate that I buy health insurance, it's primarily centered on the 10th Amendment (and its interaction with the insterstate commerce clause), which would not rule out state governments having that right. In fact, to the best of my knowledge, no one has challenged the constitutionality of Massachusetts' law mandating a minimum level of healthcare insurance coverage.
