These threats go better with a healthy popularity. If the president's immersed in scandal and completely inept & incompetent to enact any of his agenda, it's hard to see why anyone would be worried about what he can do to them. His only effective tactic ever has been suing people, or for a brief time when his star was ascending to threaten to leave them out of the coming Trumpocalypse. Now that they've seen the trailers and the first reel, few are impressed or intimidated.

I came to the same conclusion when after his first White House run, I started to pay more attention to articles about his real estate dealings. He had reached the stage where his army of lawyers was bigger than like, the banks and that's how most corporate lawsuits seem to work, by who can best bleed the other guy with the legal costs until they go "uncle, I give." He got away with stuff that smaller guys would never ever even imagine being able to try, like totally crazy suits, just nuts stuff.
