The intent of the original DARPA internet was freely sharing information between users. That's not quite the business model to embrace if you have a product to sell for profit. For example, it may be cheaper to offer a new movie release on-line so a consumer pays the same price to own the moive on-line permanently...never lost or surface scratched and the video is always in perfect condition. Keep in mind too, since there's no CD with case and cover insert, shipping, tracking and so forth which adds to the purchase price of the item, the film company just made a huge increase in their profit line. However, the internet is a file-sharing whore, well suited for transfering movies and soundtracks with great ease...that's what it was designed for. What the internet was designed to do and what it's expected to do is an oxymoron...each works against the other. So the business sector attempts to use the law to punish users for using the internet as it was intended to be used.
