From the utterly improbable brow of (loathsome centrist) Matt Miller, a fairly startling redux of Herman Cain (Nein, nein, nein...). "The Power of 15" . He does mix in a corporate tax reduction to 15% (irrelevant, as we know any nominal rate to be in a world full of clever tax attorneys) and a 15% VAT, which has some bleak implications although if well spent, the extra revenue could ameliorate much of the suffering of the poor. Overall, it's worth a read.
