Well, according to the GOP, criminal activity is no longer a liability but a job enhancer. In the end, it all comes down to "intentional failure to deliver" - the great tax "reform", the fake clicks, the election bait-and-switch or voter obstruction. Kind of like Trump casinos and other licensing ventures - there's much more money to be made in failures that provide a big buck & convenient cash shedding bankruptcy without needing to provide services, rather than having to run a hotel or golf course for years.
