Fourty-nine Russian diplomats and diplomat wives were charged with Medicare fraud. Fourth-eight of 63 pregnancies among the Russian couples were covered by Medicare. The care was given at one unnamed hospital. Interestingly there are more health care providers in the Brighton Beach zip code banned from participating in Medicare programs because of past problems.
Russian diplomats love American health care

The summary paragraphs of the article are interesting, too, linking to a 2012 piece on NYC Soviet state immigrants in general:
A curious thing comes to my mind about the two stories together. I know that the Russian diplomats, since before 1989, mostly actually live in my area of the Bronx, in a a very tight area. They have a large fenced compound with a high rise apartment building in the Riverdale section of the Bronx, owned by the Soviets and then Russia. Before 1989, it had to be this way, the Soviet diplomats and staff and families actually lived segregated like that, the compound had a 24 hour police booths at entrance, their own nursery school, etc.. Since the Soviet Union broke apart, Russia still owns that compound and the Russian U.N. diplomats still mostly live there. Especially if they are not long term. And there is a smallish Russian contingent in the area that developed from that, even a couple Russian food stores.
But it is not like the huge Russian community in Brighton Beach, Brooklyn, which is about as far away, distance wise, from the northwest Bronx as any place could be in NYC. And culturally too, as the Brighton Beach Russian community was built by escapees from the Soviet Union, including lots of Russian Jews. Once upon a time (not that long ago, pre-1989) the Soviet diplomats in Riverdale, the Bronx, would have been the enemies of many Brighton Beach Russians!
But obviously these two very far apart Russian neighborhoods have shared the "knowledge" of how to access and rip off government health care programs!
